Knowing where it is (I think I found the one to turn off the feature entirely, but I'm not sure.)

Keeping track of who does and does not mind crossposting

Knowing how to turn it off on individual comments without turning it off for everyone (no idea if that's even supported)

To the third one: That's what I was referring to. Under the comment box, there are checkboxes for Facebook and Twitter. If they're checked, the user just needs to uncheck them; that suppresses posting for just that comment.
