Looking at the pictures, it looks like she used a two toned blue for the body of the sock. Since she doesn't mention where she got it and that she also knitted this pair a few years ago, it is highly unlikely that we'll find an exact match.
I would recommend the KnitPicks site, but if you want to pop into KintaRound on Pymouth RD next to Kroger (about 2 miles from where you work), you can ask for sock yarn in blue and white. I'm not sure they have plain sock yarn. Most of what I noticed that they have in sock yarn is Opal, which is lovley, but generally is variegated in a wide selection of colorways, which is not what we're looking for. You'll probably need one ball of white and 2 to 4 of blue, depending on the size of the balls. Look for a dye lot number on the band and make sure they're all the same number. (Obviously, the white will be it's own dye lot.) Give me a call if you get into the store and need guidance.
If you go with KnitPicks.com, I recommed the stroll sock yarn. You can go with one of the Tonal blues (9.99 a hank, but it is handpainted merino superwash which is super nice!) in Deep Waters, which would give you some color variation, or one of the solid blues In the Stroll Sock yarn. I would pick the Sapphire Heather, but Dusk might not be a bad choice. We'll also need a ball of Dove Heather if you want the white toes and heels.
For yardage: Charlene Schurch says for fingering yarn, it takes about 525 yards for a pair of mens, and 430 for a pair of womens. If you're not sure, err on the side of a ball too much. You can always turn the extra ball into a scarf, small pillow, wristies, etc....
And yes, I am pushing you towards the merino. I'ts some of the best wool on the planet. It will keep you warm even while wet, is way softer than most any other wool and I promise you that it isn't scratchy at all, like crappy mass-produced wool sweaters.
